Property Tax Reform in 2026: What Indiana's New Credits Mean for Hamilton County Homeowners

Your 2026 property tax bill is different from any bill you have seen in years, and for most homeowners that is good news. Indiana's largest property tax reform in a generation took effect for taxes payable in 2026 and is delivering about $1.3 billion in relief across the state over three years. If you own a home in Fishers, Carmel, Noblesville, Westfield, Zionsville, or Whitestown, here is what changed, who benefits most, and how it should shape your next move.

The $300 credit you didn't have to ask for

The centerpiece is a new automatic homestead credit worth 10 percent of your property tax bill, capped at $300 a year. No application, no paperwork, no income limits. It simply appears on the bill for every owner-occupied primary residence, and state policymakers expect roughly two-thirds of Indiana homeowners to pay less in 2026 than they did in 2025.

The cap matters in Hamilton County. With median annual bills around $4,861 in Carmel, $4,328 in Fishers, about $3,600 in Westfield, and roughly $2,800 in Noblesville, most homeowners here receive the full $300 credit. If your bill runs under about $3,000, the 10 percent credit covers a smaller dollar amount, so it is worth checking your own statement either way.

The bigger change: your supplemental homestead deduction is growing

The one-time credit is only part of the story. The reform is phasing out the old flat $48,000 standard homestead deduction and replacing it with a supplemental homestead deduction calculated as a percentage of your assessed value. It is automatic, and it grows each year: about 40 percent on 2026 bills, then stepping up through the rest of the decade toward roughly two-thirds of assessed value by 2031.

Here is why this matters if you are thinking about downsizing. Under the old rules, a move could reset how your homestead benefit was calculated. Under the new law, every owner-occupied primary residence gets the same automatic deductions, whether you bought in Whitestown last month or have lived in your Carmel home for 40 years. Buying a new, smaller home does not wipe out your tax advantage. That is a genuinely freeing answer for longtime owners who have worried that downsizing means an unexpected tax surprise.

Extra help if you are 65 or older

One more layer is designed for exactly the clients I serve as a Senior Real Estate Specialist (SRES). The old over-65 deduction became a flat $150 annual credit for homeowners 65 or older whose federal adjusted gross income was about $60,000 or less (single) or $70,000 or less (married, filing jointly) two years before the taxes are due. A separate over-65 circuit breaker credit offers relief when your property tax bill exceeds a percentage of household income. These credits do require filing, and I always encourage longtime owners to confirm their homestead exemption is properly recorded with the county auditor's office.

What this means for your buying or selling plan

When you compare homes, the tax bill is part of the true monthly cost, especially with mortgage rates hovering in the high 6s. Two similarly priced homes in different school districts or municipalities can carry very different annual taxes, and that gap changes what you can realistically afford.
